Middle class want more cheer

The increase in service tax won’t be welcomed. Having to pay more to the govern­ment for my Astro isn’t amusing either, especially when the free-to-air TV stations have not lived up to our expectations.

Sure, we grumble a lot over Astro’s repeats and most of us have had enough of monster fishes and reptiles. But we still need the satellite station for our weekend football matches.

Luckily, the urban middle class who also enjoy going to drinking spots in Bangsar have been spared another round of hikes on excise duty for beers and stouts. It is already the second most expensive in the world after Norway.

The setting up of the National Wage Consultation Council with representation from all stakeholders is important. We can’t talk about wanting to be a high income nation when there is no minimum wage in Malaysia. Certainly the council will be entrusted with making recommendations on minimum wage as well as other measures.

Many in lower and middle management are caught in situations where they are not entitled to overtime claims because they are not in the unionised category but they have heavier responsibilities and work longer hours than their subordinates.

In many cases, this group of middle class executives and managers end up earning less than those working below them.

However, many Malaysians would be happy to hear that they will get a 50% stamp duty exemption on instruments of transfers for buying houses worth less than RM350,000 if they are first-time buyers.

Still, many city folks will be hard-pressed to look for homes within this range. In Kuala Lumpur and Petaling Jaya, many link houses are priced at over RM1mil; semi-detached homes are more than RM2mil; and apartments are priced from RM400,000 to over RM2mil.

There’s some small comfort, though. The abolition of import duties on 300 items is welcomed. It’s not just for handbags and lingerie, as the list includes cotton T-shirts and even Christmas decorations.

So, let’s give credit when credit is due. After hotel bills, shopping is the second highest spending item for tourists so it is a big deal for the tourism sector, which is the country’s second revenue earner after manufacturing. In 2007, Malaysians and tourists spent RM67bil on shopping.

It has been reported that Malaysians have RM200bil as savings in the bank. Spending, or consumption as the economists prefer to call it, is essential to make the economy move.

In the United States, Australia and parts of Europe, there are factory outlets where one can buy branded items. There is none in Malaysia. It is our biggest disadvantage because tourists like to buy branded items at good discounted prices in a central area.

In the absence of such a facility, the removal of duties on these 300 items, especially branded goods, would help boost the tourism sector. There will be spillover effects because promoters who work in shopping outlets would benefit from bigger sales. So, it is inaccurate to suggest that the men in the street would not benefit. From hoteliers to taxi drivers and restaurant owners, tourism is helping them in a big way.

The Petronas Twin Towers, which have become a tourist attraction, will be dwarfed by the proposed 100-storey building under the Wawasan Merdeka mega project.

Like the KLCC, which was developed on an expensive piece of land once used for horse racing, the proposed tower will also be built on prime land that is currently idle.

The 88-storey Twin Towers project was heavily criticised when it was first mooted by Tun Dr Mahathir Mohamad.

Judging from the comments in blogs and Twitter, the proposed tower must be the most unpopular item from the Budget.

Many Malaysians have expressed doubt over the viability of the project and fear that the tall building would have occupancy problems as there is already a glut of office space in KL. Others are asking how this mega project would benefit Malaysians.

These are genuine concerns and obviously Permodalan National Bhd will need to explain its plans for the building. At 100 storeys, it will be one level short of the 101 Taiwan. The tallest building in the world, Burj Khalifa in Dubai, has 108 storeys.

So, if the Wawasan Merdeka building isn’t going to be a world beater, what are we going to achieve with this mega project?

Being prime land, we surely do not expect PNB to put up a 10-storey building there, so it will be good for them to share the benefits of the project to enable Malaysians to appreciate it better.

Hopefully, its construction would have multiplier effects, bringing in economic benefits for other sectors

We hope the project is part of an integrated push for KL to take the next leap forward. No one would argue with the need for the Mass Rail Transit (MRT), which will make travelling in the city much easier. No decent capital city in the world can do without it.

The push to make KL a financial centre under the RM26bil KL International Financial District plan would help strengthen our position as a reputable international Islamic banking. Talk is that Jalan Imbi has been identified for the project. The property market in KL will surely be the beneficiary if this takes off.

From a middle class perspective, the hope is that there will be spillover effects from this slew of projects which will be taken up by the private sector with input from the government. When buildings are put up, the construction sector will be the main beneficiary.

KL needs to leap forward

Take a look at the latest global ranking survey by Australian international management consulting firm AT Kearney. In its Global Cities Index 2010, KL has dropped eight spots down to 48 in a list of 65 major cities.

As expected, New York, London, Tokyo and Paris are in the top 10, with Hong Kong and Singapore on fifth and eighth respectively. Although Singapore has dropped a spot from the previous year, it has still remained in the top 10.

We have to fight back. The target is to be in the top 20 at least, and to get there serious steps have to be taken.

We all know what we are lacking, which affects Kuala Lumpur’s status in the competition to be among the world’s top most liveable cities.

These include the lack of a good transportation system and pedestrian linkages; polluted rivers; lack of green lungs; lack of major cultural attractions; poor maintenance of public utilities; traffic congestion; concerns about personal safety; unhygienic conditions and even lack of sophisticated facilities.

At the human development level, we clearly lack world-class universities even as more colleges and private universities are being set up. Our local public universities, let’s admit it, are not top notch.

We are not known as a city that pays good salaries to attract the best brains. In short, we do not have enough factors to draw the best brains to KL. Even the better trained Indonesian and Filipino maids prefer to work in Hong Kong and Taiwan for better salaries.

Having identified the problems, we need to address and rectify them. If we don’t, Malaysia will be in serious trouble. Jakarta, Hanoi and Manila are all catching up fast, a fact many have watched with concern over the past years.

The country’s Economic Transportation Programme includes the construction of a new MRT system which KL needs badly. In the past, it was not possible to build an underground rail system because of KL’s muddy soil but the technology is now available.

That will reduce KL’s crawling traffic and also provide city folks with a good public transport system, which ultimately will improve the cost of living. Cost of car ownership and accommodation now take out the biggest chunk of our wages.

A high-speed rail link between KL and Singapore, which is in the pipeline, would really boost KL’s status in terms of doing business.

And last week’s announcement that KL would be an international financial district (IFD) is clearly exciting if we really want to be like Pudong in Shanghai or Canary Wharf in London.

To take the leap forward, KL needs the “wow factor” and the KLIFD would help KL play a dynamic role in the economy as a dedicated financial district, particularly when it is already recognised as a leading Islamic financial centre.

A 34ha real estate development has been identified for the cluster of banking and financial entities. And word is that a Saudi-Malaysia Islamic Bank, with investments from PetroSaudi, is said to be in the pipeline.

Obviously, syariah specialists would be needed for such niche banking and trained bankers would be needed if this is to succeed. That means having to pay top salaries.

Our traditional banking system is already mature but now Malaysia’s leadership in Islamic finance needs to take a fresh push in terms of creative products and talent development.

The KLIFD has the ability to attract talented individuals and revitalise Greater KL as a key engine of growth – as a top 20 city in the world by 2020.

Malaysians would benefit in the push to be a high income society through the GNI per capital from US$7,000 to US$15,000-US$20,000 by 2020. The spillover effects especially from construction would be enormous if these grand plans take off.

When our competitors talk about race, they mean the economic race to the top, not an ethnic group, as in the pre-occupation over race among some of our myopic politicians.

Act against the racists

We are told that it is not simple to take disciplinary action against a senior civil servant. In short, members of the civil service are untouchable.

This inaction does not do anyone any good. It gives the impression, rightly or wrongly, that the Government is not serious in meting out punishment. Worse, it shows that the Government tolerates such an offensive attitude.

By seemingly protecting this principal, who obviously needs psychiatric treatment, the issue remains unresolved. It should have been dealt with quickly, thus ending the controversy so we can all move on to more productive things.

By dragging its feet, others are being encouraged to do the same while the aggrieved parties, especially the students in the school, would feel that justice has not been carried out. It would demoralise them.

On a wider scale, this has caused much concern and resentment among many Malaysians who feel that the delay in acting against the culprit is unjustified and unacceptable. It would further be a divisive issue.

More importantly, this episode is contrary to the call by Prime Minister Datuk Seri Najib Tun Razak to stop extremism – whether racial or religious.

Najib has been consistent in his call for moderation at local and international levels but he needs the support of the other leaders. They need to speak up, too.

Datuk Seri Nazri Aziz must be commended for declaring himself to be Malaysian first and a Malay second.

Political parties like the Malaysian Chinese Association (MCA) and Malaysian Indian Congress (MIC) put nationality first when their parties were formed decades ago for simple political reasons. Never mind the linguistic arguments over whether it should be Chinese Malaysian or Indian Malaysian.

It is not wrong to say that Nazri has staked his political career on defending a plural Malaysia, putting the long-term interest of Malaysia above himself. By speaking up, he has found himself to be a lonely figure. The right wingers have been subjecting him to all kinds of attack but he has remained steadfast.

Nazri must not walk alone. He needs Malaysians to express support for his stand and we also expect those who talk to walk the talk.

Malaysia is being watched by the world as we tackle the recent events involving race. We will be judged by how we act and how we manage race relations. There’s little point in projecting ourselves as a melting pot of many races, cultures and religions to the world if the authorities do not demonstrate our seriousness in protecting our society.

Malaysia needs to be protected, not these racists and bigots. There can only be one set of laws in this country and those who say offensive and hurtful words that are also seditious in nature need to be punished. It should be as simple as that.

More disturbing, even as we struggle over the position of the principal, an official of the National Civics Bureau has been accused of making racist remarks at a closed door gathering. Most newspapers have refused to print what he allegedly said, as we do not wish to give credence to what it was. Suffice to say, if indeed he did say it, he should just be sacked.

Then there is a pastor, said to be from the peninsula, who insulted Islam during a church sermon in Sarawak. His video-taped sermon in 2006 was put on YouTube, a video sharing portal, and can be seen around the globe.

I have watched the video clip. He is an unknown preacher, similar to the nutty American Christian preacher who threatened to burn the Quran last month. No one in the Malaysian Christian community has heard of him and he is not known to the Council of Churches of Malaysia.

He has shamed Malaysian Christians who are mostly moderates and peace-loving. Certainly, no one tolerates nor condones his hurtful words. Like the school principal, he, too, needs treatment and to be charged by the authorities.

These bigots should not be let off scot-free but made examples of what happens when mentally unsound Malaysians cross the line. Those who do wrong get punished so that no one would even dare think of following in their footsteps. So should these racists and bigots.

Soccer-less in New York

IT’S going to be a long weekend for me. I am going to miss all the English Premier League matches this weekend as, understandably, none of them would be shown on American TV.

I have been advised that the best way to follow the games is to sign up as a subscriber for Internet streaming, for a fee. And no, I won’t get the results in the newspapers the next day. So I had better get someone in Malaysia to text me the score.

Football, or rather soccer, does not exist in the United States of America. Just flip through the newspapers here and you will see that the sports coverage is limited to American style football, which features tough guys in tights wearing helmets and pads and who seem to be more interested in piling on top of each other.

The other beautiful games as far as the Yankees are concerned are baseball, basketball and golf. Soccer just does not exist. Period.

If you think that with David Beckham playing for LA Galaxy and Thierry Henry donning the New York Red Bulls jerseys, they have created some excitement in the US, you have been misinformed.

Stories of their post-EPL careers are probably seeing print only outside the US.

Henry, the Arsenal legend, found out the hard way recently how reality can bite painfully when you have to play in the US.

In what has been described as the worst football interview on TV, two Fox 5 presenters of the “Good Day, New York” programme began the show by saying: “So, you have just won the World Cup, right? So, now you’re here.”

Like a bad football game, it got worse after that. The presenters obviously had no clue that it had been a disastrous run for the French team in South Africa and that they had gone home in disgrace. And the stinker was they showed the video clip of Henry’s infamous hand ball goal against Ireland in the qualifying match as the interview was going on.

They probably thought using the hand was perfectly acceptable and part of the game – like basketball, baseball and their football.

The video clip was shown not once but four times. It would have been more than enough for any football player to be sent off, but the show’s morons – Rosanna Scotto and Greg Kelly – continued talking, completely ignorant of their stupidity and taking American TV coverage of football to an incredibly all-time low.

Welcome to America, Henry. At least Fox TV – known for their right wing views and devotion to Sarah Palin and the Tea Party – did not ask the footballer about Obama and black politics.

The TV interview, which took place in July, is still making its round on YouTube, the video-sharing portal, and continues to receive criticism worldwide.

Henry was then told by the two hosts that Americans love “big scores” and “big blowouts”, which must have sounded, well, French, to Henry, who speaks perfect English, of course.

I really do not know what the TV hosts meant but we guess they believed that Americans preferred games with plenty of scores.

So, football, err, soccer would just be a “sissy” game for them. Seriously, I guess the average New Yorkers, who are known for their impatience, cannot imagine themselves watching 22 guys slog it out for more than 90 minutes without a goal.

A 0-0 draw! You’ve got to be kidding, bro! We are not going to take that crap; that’s for gays, not for Yankees and Red Necks.

Americans like a definite conclusion. You win or lose. Like a gun shoot up – you are either dead or alive. A draw or a tie is just a complete waste of time.

Americans are at a loss when it comes to soccer because they cannot put a face to it. Sports and entertainment are one. They like the loud mouths in wrestling. They know it’s fake but it’s entertaining. They like their sportsmen to grab the headlines, like boxer Muhammad Ali used to do.

Beckham is good for the cover of Vanity Fair and for guys known as SNAG. It’s not food but an acronym for Sensitive New Age Gentle­men. With Henry, who is super cool and just too quiet, the Americans don’t understand his French-accented English. Only his ex-manager Arsene Wenger does.

I am told the Red Bull Arena in Newark, New Jersey, is just a 20-minute train ride from Manhattan, where I am staying for the next five days. It’s a 25,000 seater – a far cry from the 60,000 Emirates Stadium in North London or, for that matter, the old Highbury Stadium with over 38,000 seats.

The Red Bull Arena will be Henry’s home for the next four years. It’s a pretty rundown place, according to reports, with one British sports writer saying it looked more like Reading’s stadium.

Worse, most New Yorkers have not heard of Red Bull or Thierry Henry or the stadium. In short, he’s really a nobody here. He doesn’t have a clever wife like Posh to help sell sunglasses, jeans, aftershave and perfume. So, New Yorkers won’t be seeing Henry stripped to his undies on billboards in Times Square.

But the multi-millionaire footballer isn’t doing too badly financially. He has just bought the top three floors of a slick Manhattan apartment for US$15mil. One floor reportedly has a bar with a 72-inch built-in flat screen TV. That’s living it up in America.

The world is one big global village, we are told. I am supposed to get the EPL results immediately, but not in the USA.

Well, has Chelsea finished off Manchester City? And has Arsenal steamrolled West Brom?

Matters we need to redress

In Singapore, the media has also given prominent attention to the case, which could possibly be classified as mass murder as the police have collected over 300 bone fragments.

The numbers just keep getting higher. It was first thought that only four persons were killed. The number then shot up to eight and now the press is speculating that up to 20 people could have been killed, their bodies burnt and dumped into a river.

A huge amount of money has also been found in the bank accounts of the suspects. Hired killers, said to be thugs from Kuala Lumpur, are said to be the executioners.

More revelations of missing people have surfaced and in Penang, police have reopened their files on lawyers who died in mysterious circumstances.

The two suspects are lawyers and well-known personalities in a small town. Depend­ing on who you talk to, they are either generous personalities who give donations to the poor and are defenders of exploited foreign labourers or just people of ill repute whom the locals avoid.

One of them was earlier reported to be a Datuk but it has now been found that he is not a titled person. Worse, there was someone more cunning than him – he reportedly paid RM180,000 to a person who promised him the Datuk title. He was also told he could use the honorific while he waited for the big day to receive it.

There is a lesson here. Malaysians are no longer surprised with reports of titled people who commit crimes or are suspected to be involved in questionable activities.

The perception is that the royal houses have been too generous in awarding titles and there are allegations and suspicions that these awards were bought or that not enough or no checks were done on the nominees.

As a result, the reputation of one or two states has been affected, if not tarnished, because of these shortcomings.

The point here, however, is that it would appear that anyone can call themselves a Datuk as the public are not able to verify the authenticity of the title.

There are states with constitutions that limit the number of such titles. There are even websites where the public can check, as in Selangor, which is known to be strict on such matters. So are Johor and Sarawak.

The suspect, being a professional, could have gotten away with the Datuk title if this case had not come out in the open. One can only speculate if there are many Malaysians like him who may just be egoistic figures with fake titles. In the case of phony doctorates, it’s another story.

The Banting police are also in the spotlight: Were they indifferent towards the reports of missing people in Banting?

Was the information provided to them insufficient and did not help in follow-up action? Were the reports of missing persons filed late, as in the case of an Indian national whose wife reported to police only eight months or more after her husband went missing?

Now the Banting police are forced to respond to queries from Bukit Aman, which has taken over the investigations in this high profile case.

It is important that the police take into account public perception. They should not be defensive or dismissive but explain and educate the public on the need for details and speed to help them. It also helps if the police also review the procedures and methods so that they can improve themselves.

There are suggestions that the case has been given attention because it involves a millionaire and a Datuk. The media may have given it more attention because it involves a famous personality. But in all fairness, the police have also reacted quickly in many recent cases.

The murder of a religious school teacher in Seremban was quickly resolved and the person has been charged. So was a case in Penang involving a teenager who killed his school mate.

The police should in fact be commended for their speed and commitment in resolving the murder of Sosilawati. Many had to forego their Hari Raya holidays to focus on the investigations and at many scenes, including the river, the tasks were certainly not pleasant ones.

Let’s give credit when credit is due and not look for little faults. The police have wrapped up their investigations and it is now up to the Attorney-General’s Chambers to build a tight case against the suspects. There must be no loose ends and the police must provide enough evidence for the A-G to proceed.

They will be fighting a case against suspects who know the law well. They had better put up a good prosecution team, especially when there are high expectations from the public.

In the Teoh Beng Hock inquest, the team representing the Malaysian Anti Corruption Agency (MACC) has, to put it politely, been an embarrassment.

The A-G’s Chambers have decided to be transparent and accountable by putting up documents and video clips on their website. But they must also understand that their performance would also be open to public scrutiny and criticism. It is a double-edged decision.

Investigations on the Banting murder case may have ended but the court drama will begin soon. Like the Teoh case, there will be more to come and, certainly, there will be plenty of information that will keep Malay­sians on the edge of their seats.

Why bother with bigots?

But the damage has been done. Pastor Terry Jones has stoked up enough emotions, especially among radical Muslims in countries like Pakistan and Afghanistan, who have seized the opportunity to stage riots.

Now, some news organisations are saying they would not cover Jones if he decides to proceed with his original plan. Even CNN commentators have said that this rabble-rouser does not deserve media coverage.

They have described him as an idiot and a jerk and that they (the media) should simply switch off the microphones and lighting outside his church. Well said.

Jones’ hysterical plan has placed minority Christians in many countries in a precarious position. Their lives are in danger if the government in their countries remain indifferent to angry Muslims who lump any Christian in the same category as Jones.

President Barack Obama is right in saying that the plan by Jones has been a “recruitment bonanza” for al-Qaeda.

In Malaysia, we have our fair share of extremists who fan racial emotions with their hurtful words and statements.

Obviously, these egomaniacs enjoy reading about themselves in newspapers and online portals but the question is whether the media need to encourage these communal champions by giving them the platform.

Some would say that they are entitled to express their views, no matter how much we disagree with them, in the name of freedom of speech. It’s a tough call to make, some leaders admit, when it comes to question of expression.

That was precisely the initial argument forwarded by many on the position of Jones. Even the US president was totally helpless in dealing with the situation since the right to freedom of expression is clearly stipulated in the US Constitution.

The consequences of Jones’ actions were never thought of until angry reactions broke out worldwide. Only then did the Americans realise that their lives could be in danger if there was a backlash from Muslims.

In short, terrible things could happen and the thought of standing up for an idiot’s right of expression no longer seemed so noble and practical.

Suddenly, it dawned on the media that the idea of giving Jones the platform wasn’t so clever after all, no matter how good his sound bites have been, particularly in giving the annual Sept 11 anniversary coverage a fresh spin.

For sure, Jones has made good copy for the media and right-wing politicians have also been quick to jump on the bandwagon. But the point is that extremists, religious fanatics and racial bigots must never be allowed to hijack the platform.

No level-headed Christian would agree with the Florida pastor. It is good that the majority of Christian groups have spoken up clearly and strongly against him.

We must stand together to speak for what we believe in. There is no need to be apologetic even if those that we speak up against could be members of our faith or race. There is only right and wrong.

The extremists in Malaysia are the same. We need to dissociate ourselves unequivocally from those who preach hatred and trample on goodwill instead of building bridges to bring Malaysians together.

It is encouraging to hear top leaders from Umno openly saying “no” to Perkasa on the eve of Hari Raya. It is the strongest ever statement from Umno leaders in distancing themselves from the group that has caused much concern among Malaysians.

Malaysia was built on the politics of moderation and accommodation. It has kept the nation glued even during times that we seem so flawed.

But we have managed race relations reasonably well and Malaysians live amicably together, taking better care of this themselves than politicians and the self-appointed champions of our races.

Similarly, it is good to hear the majority of Christians saying that they would not condone Quran-burning pastors and churches.

And certainly, for the first time ever, media organisations are asking themselves whether religious extremists deserve space and air time in their newspapers, online portals and television.

Most of us would agree – don’t encourage them.

Racism: Tear down the wall of silence

Frankly, some of these figures, who now also include obscure academics, have been created by the media. Without this platform, they would otherwise be just nobodies. In fact, most Malaysians would prefer for them to stay that way as their actions have created ill feelings and polarisation.

Their racially warped writings and statements, which may seem supportive of the government, have not helped the ruling party.

They may like to think that they are doing the national leaders a service, but the truth is they are held in disgust and contempt by most Malaysians. They have, in fact, inflicted serious damage to the government.

The media, both mainstream and alternative, should downplay their racist statements: better still, spike it – or delete it, as the modern journalist would say.

After 53 years of independence, Malaysian politicians and community leaders, by right, should be more confident, outward looking and politically mature but the perception is that we have gone downhill.

The ugly side, or more aptly the darker side, of some politicians seems to have emerged, which must be one of the dampeners to the National Day celebrations.

How can we remain indifferent when politicians, people we used to hold with high regard, suddenly start to beat the racial drum instead of passing the pipe of peace around?

What has shaken many Malaysians is that the appalling actions of some of these racists seem to have garnered a following.

Otherwise, how does one explain reports of Perkasa expressing support for the headmistress from Johor who purportedly made racist remarks or the outpouring of support for her in her Facebook page?

Most of us have been brought up by our parents to believe that there can be only be right or wrong. They also taught us that there are only good and bad people.

But there are also the ugly people now. Racism in whatever form is sickening. We have all experienced it in one form or another.

None of these experiences were pleasant, even if they seemed minor and were not worth getting upset about.

But we need to stand up at some point and say that we cannot tolerate racism and will not allow politicians to get away with statements which cause unhappiness.

Neither should the government be seen to be dragging its feet when taking action against people such as the headmistress. Why in the world do we need a task force to investigate the simple case of a headmistress? It’s either she did it or she didn’t.

If she didn’t, and that the issue has been hyped up unnecessarily, let her enjoy her holidays in peace. If she is guilty, then act against her. Let’s get this case over and done with so the nation can move on.

The Education Ministry must also issue notices to all schools to stress that racist statements cannot be accepted nor tolerated and that action, including expulsion of students, would be carried out if anyone is found violating these rules.

This is a normal practice in many British schools and we should adopt this disciplinary code if we are committed to zero tolerance. It will be a mockery to have the 1Malaysian slogan painted on the school walls if the teachers or students within do not practise it.

We must be brave enough to confront racist bullies. We must be ready to tell those who claim to champion the cause of our community that their myopic line will not benefit Malaysia.

It is when some of us remain silent that we unwittingly allow these self-appointed community leaders to hijack our national goals. We must realise that by choosing to close an eye, we may well give the impression that we are silent racists.

The coming weeks will be a time when Malaysians come together to celebrate Hari Raya. It will be a time for sharing and, more importantly, for forgiving. Let politics take a back seat and use the opportunity to turn down the political decibel.

Malaysians cannot afford to be bogged down by inconsequential debates which put the country in a bad light. If Malaysia is seen to be divisive, racial, unsure and insecure, how can we expect investors to come here?

Just think.

Horror of a botched rescue

Even when the situation looked dangerous, they appeared to be nonchalant and seemingly unconcerned about how the deadly kidnapping could end.

The police negotiators were seen joking and laughing with the disgruntled former cop who demanded to be reinstated in his job in return for releasing the hostages.

In fact, it even had the CNN newscaster asking at some point why the authorities were taking the whole situation so lightly.

Right from the beginning, most of the world seemed to have the feeling that the whole episode would have an ugly ending. A tragedy was just waiting to happen, maybe because the Filipino police have a record of being incompetent.

Never mind the corrupt part. Some Malay­sians are critical of our police but when it comes to serious crimes involving drug kingpins, dangerous criminals and terrorists, most of us believe they can do their job well.

But the same cannot be said in the case of the Philippines. The whole hostage crisis appeared to be mismanaged from the start. And the fiasco continued until the end.

The former cop should have been shot dead when food was delivered to him. If that decision had been taken, a lot of innocent lives could have been saved.

There were other missed opportunities – the hostage taker had, at one point, opened the door of the bus and peered out.

We watched in horror when the commandos failed to get into the bus for more than an hour after smashing its windows with sledgehammers. Yes, an hour.

But what has outraged the world is that this is not the first time abductions of tourists have taken place in that country.

Last week, it was reported that gunmen had killed a South Korean man and kidnapped two of his companions in a pre-dawn attack in Manila.

In the case of Malaysians, in 2000, Abu Sayyaf terrorists raided the resort island of Sipadan and took away 21 hostages comprising 10 tourists and 11 workers.

More recently, two Malaysian seaweed farm workers from Sabah were kidnapped in February and until now, their fate is still unknown. The two were taken away from Pulau Sebangkat near Semporna and are believed to have been brought to Jolo, the haven for radical terrorists.

It’s been more than six months but there is little news about their conditions even as authorities from both countries say they were exchanging information about their whereabouts.

From lawless groups like the Abu Sayyaf to a lone nutcase ex-policeman, the Philippines cannot hope to instil confidence among tourists and investors with these criminals around. Visitors who bring money to the country must have some sense of security and personal safety.

I remember accompanying then Foreign Minister Datuk Seri Syed Hamid Albar on a trip to Manila when the Sipadan incident took place. I was walking out of a five-star hotel to a shopping mall across the street when I was suddenly grabbed by two strangers.

Badly shaken, I managed to break free and run into a crowded McDonald’s outlet. That did not deter the two men, who acted like abductors, from pursuing me.

Seeing the dangerous situation, I ran back to the hotel and told the desk manager what had taken place.

The desk manager nonchalantly told me they had heard similar stories from their guests and that they had informed the police but there was nothing much they could do.

The abductors are targeting Japanese tourists and others from Malaysia or Singapore.

In another incident, a fellow journalist who could speak Tagalog and has interviewed Nur Misuari, the Moro National Liberation Front founder, found himself accosted in a taxi. Although he considered himself an old hand in the Philippines, he had entered into a taxi only to find himself joined by another “passenger” a little while later.

The bottom line is, after the hostage-taking incident in Manila, the perception that the Philippines isn’t safe will be reinforced. The damage to tourism will be tremendous.

Filipinos are very nice people but the hoodlums and criminals in their country have ruined their image. It doesn’t help that President Benigno Aquino himself handled the situation badly.

In Malaysia, we do not expect to see tourists being taken as hostages but there are petty criminals here who prey on locals and tourists.

The presence of tourist police who can speak English, Chinese or Arabic sufficiently needs to be increased in specific areas.

At the KLIA and LCCT, they should be on patrol to advise airport users to watch out for their bags, especially those with computers, as is done at London Heathrow Airport. They should walk the extra mile to seek the views of tourists and airline passengers and help promote Malaysia as a safe destination.

Tourism is one of our biggest revenue earners and these are small investments.

There are lessons to be learnt from what happened in Manila in terms of crisis management and the rest of the world, especially law enforcers, should study that case carefully.

We need to move on as one nation

Malaysia needs leaders who speak up for all Malaysians regardless of their race, not those who merely speak for their own communities.

We need leaders who speak of enlarging the economic cake – not those who merely want to cut the slices for their own communities – even when foreign direct investments are falling.

The country needs leaders who dare to talk about our economic weaknesses, and even excessiveness, which has made other countries more attractive than Malaysia, even if it means rattling the emotions of myopic nationalists who cannot see that the world has changed.

Instead of pandering to the demands of these people to be popular and politically safe, these leaders – whether in politics or business – have had the courage to point out the wrongs in our economic system.

They did it with good intentions and love for Malaysia. They have got themselves burnt and may not even get the votes they truly deserve but they have spoken up. Certainly, they can hold their heads up high regardless of the political outcome later.

Malaysia is at a crossroads. Five decades after independence, many issues should have been settled. We should have moved on and compete globally.

Yet, it looks as if we are caught in a time warp with many of our politicians and self-declared community leaders quarrelling over issues of the 1960s.

In fact, the leaders of the Alliance conducted themselves better in the 1950s and did not need to make racial threats to stifle public discourse.

They did not just talk, they listened – and that is the difference between a great leader and a politician who is just out there to get elected, even if it is at the expense of the nation and the future.

They reached consensus, which made a lot of sense during that time, and they forged national unity and brought the country its independence.

They looked at the larger picture and did not succumb to the demands of their communities; they understood the importance of consensus and accommodation.

More important, they understood that for Malaysia to live, the Government must be represented by all races. It was more than just a question of legitimacy but the coalition of Umno, MCA and MIC was a strong political statement that all races would have a place in this country – including in the Government and, certainly by extension, in the civil service.

For sure, these founders would be horrified, if they are alive today, to hear Malaysians – those who were born here and would die here – being labelled as pendatang (immigrants) or penumpang (passengers) by politicians or headmasters.

Neither would they be amused if the people who made such seditious remarks are just given a slap on the wrist.

Malaysians want to see politicians promptly condemning the racists who utter such remarks. It is disturbing that some have chosen to keep silent, which can send the wrong impression – that they tolerate such nonsense.

Prime Minister Datuk Seri Najib Tun Razak has aptly reminded political leaders to be sensitive to all races, saying, “I hope everyone realises that those listening to what we are saying are citizens of the whole country”.

Our founders would be shocked to hear of any suggestions, no matter how subtle, that election should be won by just making one community happy and ignoring another simply because they are seemingly not supportive. Election is about winning every vote, that is Political Science 101.

The increase in the number of racially-mixed constituencies should be a reminder to all aspiring candidates in the next general election that race rhetorics will not help their cause if the fight against their opponents is close.

National Day is a time for review and reflection. It’s not merely about flying the flag, watching the parade and shooting fireworks. For ordinary Malaysians, it should not be about waiting for the free mini Jalur Gemilang before we hoist it on our vehicles. Flying the national flag is not a demonstration of patriotism. It is a state of the heart and mind.

This is the time to look back proudly at what we have achieved and also ask where we have gone wrong so we can improve ourselves and move on.

This is also the time to ask where and how we want Malaysia to be in the next decades. As citizens of a country that is turning 53, all of us should be confident, mature and forward-looking, not insecure and seeing the ghosts of communalism and past tragedies.

In this age of competitive globalisation, do we want to shut our eyes, preferring to believe that nothing has changed and should be changed? Or should we start to accept that the world has changed and that if we don’t change, we would be left behind?

If the former happens, there would be no cake to talk about. We cannot and should not refrain from talking about history in the run-up to National Day. We must never forget what our forefathers have done.

But it is equally important that we do not become stuck in the past. We have to move on and we all have to come together as one Malaysia and one nation to chart a common destiny. We don’t have a choice.

Making sense of the Dinar

The move is unprecedented and would certainly have an impact on the shape of politics to come in this country.

If Kelantan has introduced it, then we can assume that Kedah would follow suit as the leadership is also PAS.

In simple language, what the Kelantan state government has done is this – you can now use their self-minted gold and silver coins to pay for purchases there.

It is a practice from the early Islamic societies which PAS wants to revive in present-day Kelantan to show its religious credentials. The dinar was the official currency of Islamic societies for centuries.

Nik Mahani Mohamed, executive director of the state-owned Kelantan Gold Trade Sdn Bhd, which mints the coins, has reportedly said that over 1,000 stores would be using the coins. He has described the circulation of the coins, which started on Thursday, as a “great, great moment”. Each dinar is worth RM180 and one dirham is RM4.

Kelantan state executive committee member Datuk Huzam Musa has downplayed the issue, saying syariah currency should be seen as an alternative currency for barter trade. He has been quoted as saying that the dinar had been around since the beginning of Islam.

A check with the Kelantan Gold Trade website has shown that the currency-maker has proudly declared that “this is the first time in the last 100 years, since the collapse of the Ottoman Caliphate, when a Muslim government introduces the syariah currency”.

It also said this would be “the return of a medium of exchange that has been known for 1,400 years” and encouraged religiously.

What has set the Kelantan dinar apart from other countries such as Algeria, Iraq, Bahrain, Libya and Tunisia, which all use dinar as a currency, is that theirs are paper money.

Indeed, in 2002, Tun Dr Mahathir Mohamad had pushed for the gold-based dinar system to be used as an international currency to prevent currency manipulation, which had sparked off the 1997 Asian financial crisis. He had wanted the dinar to replace the US dollar but, as expected, he could not convince the other countries.

The former premier was presumably looking at the issue from an international perspective as he did not talk about replacing the ringgit or seeing another system in a Malay­sian state.

Bank Negara is, as expected, peeved. It has said that the ringgit is the only legal tender for payment of goods and services in this country.

While the Kelantan dinar could be used as payment of zakat and dowries, for example, it still needs to be proven how it could be used for daily transactions. For practical reasons, how much of the currency can be minted and circulated widely?

It has been reported that staff of the state administration would be paid with the dinar. If this is so, how will this be worked out and would banks want to be involved in the transaction since Bank Negara has said that the ringgit is the only legal tender?

Kelantan Mentri Besar Datuk Nik Abdul Aziz Nik Mat had said the state would strive to expand the use of the currency in its transactions, including in the remuneration of civil servants.

We can expect more denominations to be worked out along the way and since these would be coins instead of notes, Kelantanese who support the move would need bags or pouches to carry these heavy things around. Their pockets just won’t do.

Whatever the intention of the PAS state government, it would be regarded as a political ploy ahead of the next general election to win over the Malay voters.

PAS, which has never moved away from its ambition of setting up an Islamic state, obviously wants to prove its commitment to institutionalising its religious programmes and agenda. The latest currency decision is just one of the many that would come.

MCA president Datuk Seri Dr Chua Soi Lek has challenged the other Pakatan members – namely PKR and the DAP – to state their stand on the Islamic currency, saying the issue should be handled properly as it would affect the confidence of foreign investors and entrepreneurs.

A quick look on the blogs and Twitter has shown many negative reactions among non-Muslims to the move by the Kelantan government. Many have expressed incredulous comments, with some saying the decision was a case of “one upmanship” in Malay politics that would not help the country in the long run.
